The Community Development Department is responsible for long range planning of land use, circulation systems and infrastructure, in addition to the review of development proposals to ensure compliance with City policies and regulations. The Community Development Department is home to the city’s: Permit Center, Planning Division, Building and Safety Division, Traffic Engineering Division, and Code Enforcement.
Under general supervisions of the Senior Planner and Planning and Permit Center Manager, the Assistant Planner performs a variety of routine, professional planning work primarily in the area of current planning. The Assistant Planner predominately assists the public and provides a high level of customer service at the planning counter. In addition, the Assistant Planner prepares routine reports, studies analyses and plans, and may assist in more complex work. The Assistant Planner works collaboratively with other divisions and departments, including Engineering, Building and Traffic Engineering, during the development review process. Strong oral and written communication, research and analytical skills are key elements of this position.
•Provides information to the public concerning zoning regulations and development processes; provides assistance in processing planning applications.
•Investigates and seeks to resolve routine zoning complaints and violations; assists with more difficult zoning enforcement matters.
•Prepares reports on routine, less complex planning issues to include administrative design review applications, minor modifications, minor conditional use permits, etc.; under supervision assists with more complex reports.
•Checks final development plans to ensure compliance with conditions of approval.
•Prepares studies on routine, less complex development proposals; under supervision assists with more complex studies.
•Researches, collects, interprets and organizes a variety of planning data, including land use, demographic, economic, and housing.
• Occasionally makes oral presentations.
•Prepares correspondence and informational material.
THE IDEAL CANDIDATE
Will possess the following knowledge, skills and abilities:
• Modern planning and zoning principles.
• State and municipal laws generally related to planning, zoning and environmental analysis.
•Efficient, accurate, and thorough data collection methods.
•Site planning and architectural design.
•Practical application of planning and zoning principals.
•Research, analyze and interpret technical planning data.
•Read and interpret laws, regulations, building plans, and subdivision maps.
•Communicate effectively both orally and in writing.
•Prepare simple maps and other graphic presentations.
•Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience: A typical qualifying background would be a BS/BA degree in planning or related field and some experience in land use planning and/or regulations. License:
•Possession of a valid California Driver’s License is required.
