The City of Oakland is currently recruiting to fill one Application Developer III (Selective Certification - Oracle Operations) vacancy in the Information Technology Department assigned to the Oracle Team.
Under direction in the Information Technology Department, the Application Developer III defines data structures and application solutions that are appropriate to customer requirements; develops, supports, maintains, and tests software applications for business units; designs, develops, and implements various business-related applications; codes, documents, and implements project specifications; provides technical advice and training; oversees timely completion of new and on-going projects while adhering to prescribed budget limits, and performs related duties as assigned. Incumbents in this position report to Information Systems Manager I and provide lead direction over
Application Developer IIs and paraprofessional staff.
The Ideal Candidate:
The ideal candidate will be assigned to the Oracle Operations Team and is a full-stack Oracle Application Developer who possesses technical and functional skills and experience developing and supporting multiple Oracle modules in Oracle Enterprise Business Suite (EBS). The ideal candidate is able to identify, develop, and implement technical solutions for the City of Oakland’s ERP System, Oracle Enterprise Business Suite R12, using Oracle tools and technology; takes responsibility for the entire development lifecycle for the Oracle Enterprise Business Suite application which includes analysis, design, coding, testing, and documentation, develop reports, interfaces, conversion programs, workflows, and enhancements/extensions for Oracle Enterprise Business Suite; lead requirement gathering activities with end-users and translate them into a well-defined business requirement, technical specification, project and/or action plan documentations; design, implement, and support solutions for the integration of the City’s ERP system with external and internal systems; take the initiative to coordinate the testing activities with internal IT team members, end-users, and other participants; adhere to the code development and deployment procedures and policies; perform code reviews; provide thorough and detailed impact and root cause analysis and translate the analysis into a well-defined and thorough resolution plan; implement action/resolution plan in a timely manner or by the agreed upon deadline set by supervisor; provide thorough and detailed technical analysis on Oracle reports, workflows, interfaces, AOLs, and software code; maintain and troubleshoot Oracle reports, interfaces, workflows, AOLs, and software code for Oracle EBS; collaborate with other IT developers and IT support staff on application and system related production issues; construct, maintain, and update technical documentation with the most up to date information when it’s needed; identify areas of improvement for Oracle Enterprise Business Suite (EBS); adhere to best practices and industry standards; and provide inputs for the standard operational model as needed.
Selective Certification in Oracle Operations
This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Application Developer III positions specialized in Oracle Operations, including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education:
A Bachelor's degree from an accredited college or university in computer science, engineering, statistics, or related field.
For this selectively certified vacancy, the following special education requirements are preferred: No additional education is required.
Experience:
Four years of data processing experience, including two years in systems programming.
For this selectively certified vacancy the following special experience requirements include: Four years of experience in the following areas of developing, maintaining, and administrating applications in one or more of the following development frameworks Oracle Application Express (APEX), Application Framework (OAF), and/or Oracle Application Development Framework (ADF); developing, maintaining, and administrating workflows using Oracle Workflow; developing and maintaining Oracle RICEF and CELMI objects; developing and maintaining reports using BI Publisher.

The Selection Process
Stage I: The first stage in the selection process will consist of a review of each applicant's employment application, and supplemental questionnaire for minimum qualifications (weighted pass/fail).
Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills, and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency, seniority and/or veteran points, if applicable) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted100%) that will test the knowledge, skills, and abilities listed in the qualifications section.
The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
Applicants are required to submit criminal history information upon request after receiving a conditional offer of employment. If the requested information is not furnished in a timely manner, applicants will not qualify for further consideration and will be removed from the eligible list.
