The City of Oakland is currently recruiting to fill one (1) Accounting Supervisor vacancy in the Controller's Bureau of the Finance Department. The Accounting Supervisor will lead the City's general ledger accounting group and participate in year-end closing activities by preparing complex journals and supporting schedules. The ideal candidate will be highly experienced in governmental accounting with strong technical knowledge of financial accounting functions and demonstrates outstanding management skills.

The Accounting Supervisor plans, organizes, assigns, directs, reviews, and participates in all citywide general ledger financial accounting functions; develops and implements procedures for the general ledger accounting and expenditure of City funds; directs the preparation of mandated reports; trains and supervises assigned staff; and performs related duties as assigned.

This is a first-line supervisory classification. Incumbents perform a variety of supervisory tasks involving complex general ledger accounting and reporting. This classification differs from the lower level Accountant III in that the incumbent of the latter may provide either lead direction or supervision and performs complex accounting functions.

Examples of Duties
  • Supervise the preparation, analysis, and maintenance of general ledger accounting records, systems, and reports.
  • Direct, review, and participate in accounting for grants, compliance with grant requirements, and draw down of grants.
  • Monitor general ledger entries and reports for accuracy and for incorporation of adjustments.
  • Direct the preparation of the Comprehensive Annual Financial Report and other special financial reports as mandated by federal, state, and City laws, regulations, or ordinances.
  • Ensure that the general ledger is a proper reflection of current financial activities, including propriety of accounts, internal controls, accounting policies, and petty cash controls.
  • Coordinate and monitor financial management system training with City departments.
  • Serve as liaison for financial purposes within the department and with other departments, auditors, vendors, public agencies, and the public.
  • Supervise, train, and evaluate subordinate staff.
  • Prepare and maintain procedure manuals, records, and reports.


Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

A Bachelor's degree from an accredited college or university in accounting, business administration or related field.

Four (4) years of experience in governmental accounting, including one (1) year of lead or supervisory experience. Experience in the production of Comprehensive Annual Financial Reports is highly desirable.

License or Certificate/ Other Requirements:

None required.

Possession of a Certified Public Accountant Certificate is desirable.


Knowledge of:

  • General and governmental accounting methods, principles, and practices.
  • Accounting and budgetary procedures of municipal governments.
  • Generally accepted accounting principles.
  • Grant fund procedures and requirements.
  • Principles of supervision and staff development.
  • Computer systems and software applications including automated financial/accounting management systems.

Ability to:

  • Prepare government-wide and fund accounting statements for municipal governments.
  • Prepare effective reports and presentations orally and in writing.
  • Examine and verify financial documents, reports, and transactions.
  • Analyze, reconcile, and draw conclusions from financial data.
  • Extract data from and manage complex accounting systems.
  • Interpret federal and state regulations pertaining to municipal government accounting and grant funds.
  • Manage multiple and competing priorities effectively.
  • Supervise, train, and evaluate assigned staff.
  • Utilize computer systems and software applications including automated financial/accounting management systems.
  • Establish and maintain effective working relationships with those contacted in the performance of required duties.


Supplemental Information

Stage I: The first stage in the selection process will consist of a review of each applicant's employment application and supplemental questionnaire for minimum qualifications (weighted pass/fail). Be sure to scan and attach a copy of your Certified Public Accountant Certificate to your online application, if you possess one. Applications submitted without all required materials will not be given further consideration.

Stage II: The second stage may consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency, seniority, and/or veteran points, if applicable) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted 100%) that will test the knowledge, skills and abilities listed in the qualifications section.

The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
