The City of Oakland is currently recruiting to fill a Chief of Party vacancy within the Oakland Department of Transportation. The ideal candidate will be an experienced, forward thinking, technological Land Surveyor Intern or Professional Land Surveyor with a strong understanding of mapping review, construction layouts, and how to create necessary supportive AutoCAD drawings. The aspirant will manage a variety of surveying/engineering projects while interacting with departments from DOT, Public Works, and the Planning and Building departments. Further, the Chief of Party will communicate with the general public on matters referencing historical survey documentation specific to the City of Oakland's historical geographic areas.  
Under direction of the City Land Surveyor, Chief of Party  performs a  variety  of survey  assignments; to supervise the work of field crews in  the  performance  of engineering,  boundary  and construction surveys; and to read, interpret and reconcile engineering plans and survey records.  

Chief of Party receives direction from the City Land Surveyor and exercises general supervision over Surveying Technicians.

The eligibility list established from this recruitment may be used to fill other vacancies that occur within the City including full-time and permanent part-time positions, if applicable.

Examples of Duties

Duties may include, but are not limited to the following:

  • Supervise a field survey crew in the performance of preliminary, construction, property, topographic, hydrographic, or monumentation surveys.
  • Train field personnel to perform surveys.
  • Research records; gather field data and analyze data required to perform surveys.
  • Perform precise triangulation, traverse and level work; keep field notes of readings and observations; make sketches and complex calculations, plot profiles and cross-sections; operate survey equipment.
  • Read, interpret, and reconcile plans and specifications; perform field and office calculations.
  • Prepare survey reports; resolve major discrepancies in complex construction plans and surveys.
  • Provide information and verify data for private surveyors and the public.
  • Establish and maintain contacts with engineers, contractors, inspectors, property owners, and the public.
  • Plan, assign direct, review and evaluate the daily activities of assigned staff.
  • Perform related duties as assigned.


Minimum Requirements for Application


Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.



An Associate Arts degree in surveying from an accredited college.



Two years of experience comparable to Senior Surveying Technician in the City of Oakland.

License or Certificate / Other Requirements:

Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.


Possession of a State of California certification as a Land Surveyor-In-Training.  (Professional Land Surveyors Licensee’s also encouraged to apply.)  (Applicants must scan and attach a copy of a State of California certification as a Land Surveyor-In-Training or a certification of registration as a Professional Land Surveyor to qualify for participation in the recruitment process.)


Knowledge of:

  • Surveying practices, principles, and instruments.
  • Mathematics, including algebra, geometry and trigonometry.
  • Legal descriptions, deeds, maps and other legal documents used to identify property.
  • Civil engineering construction principles and practices.
  • Engineer's data requirements for design purposes.          
  • Public contact and community relations.
  • Principles of supervision, training and development.

Ability to:
  • Read and interpret legal descriptions, survey data, maps and engineering drawings.
  • Relate field conditions to work requests.
  • Work independently and set priorities.
  • Coordinate functions and activities between departments and outside agencies.
  • Communicate effectively in both oral and written form.
  • Prepare and analyze complex reports of a general or technical nature.
  • Supervise, train and evaluate assigned staff.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.


Supplemental Information


The Selection Process

Stage I: The first stage in the selection process will consist of a review of each applicant's employment application, copy of a State of California certification as a Land Surveyor-In-Training or a certification of registration as a Professional Land Surveyor, and supplemental questionnaire for minimum qualifications (weighted pass/fail). Be sure to scan and attach a copy of your State of California certification as a Land Surveyor-In-Training or a certification of registration as a Professional Land Surveyor to your on-line application.  Applications submitted without all required materials will not be given further consideration.


Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires.  Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement.  The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency, seniority and/or veteran points, if applicable) and may determine rank on the eligible list.  If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.

Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted 100%) that will test the knowledge, skills and abilities listed in the qualifications section. 

The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration. 

Applicants are required to submit criminal history information upon request after receiving a conditional offer of employment. If the requested information is not furnished in a timely manner, applicants will not qualify for further consideration and will be removed from the eligible list.  

The City of Oakland reserves the right to modify the selection process and date of examination as necessary to conform to administrative or business necessity.
