Candidates are generally hired at the first salary step within the pay range. The ability for advancement within the range occurs after satisfactory performance evaluation.
Performs professional accounting work; records and reports financial transactions; reviews financial records and prepares financial reports, statements and analysis.
The Accountant I: is the entry level class of the professional accounting series. Initially under close supervision, incumbents perform more routine duties while learning City policies and procedures and becoming familiar with a variety of departmental systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision.
Accountant II: is the journey level class in the professional accounting series. Positions in this class are expected to independently perform the full range of accounting duties. Successful performance requires a thorough knowledge of governmental accounting procedures, the ability to exercise sound independent judgment within established guidelines and a skill in directing the work of others. This class is distinguished from Senior Accountant which is the first full supervisory level of the series with responsibility for all general accounting and financial reporting functions.
Senior Accountant: Under general supervision, assigns, directs and reviews the work of professional and support staff; performs professional auditing and accounting work relative to City accounting procedures and records; performs related work as assigned.
This is the working lead and/or advanced specialist level in the professional accountant series. Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work.
Participates in the preparing, posting, balancing and reconciliation of the General Ledger and subsidiary ledgers.
Reviews A/R, A/P, P/R, C/R, U/B, postings, processes, internal controls, and serve as secondary processor when necessary.
Prepares and maintains complex accounting clerical records such as accounts payable, accounts receivable,general accounting and payroll.
Controls accounts and funds for various City departments and projects including revolving and enterprise funds, revenue, investments and special funds; determines if funds are available and expenditures propery classified; researches and analyzes transactions to resolve budget problems; provides analysis of available funds at management request.
Audits and processes payments for various contracts and miscellaneous expenses.
Prepares work papers, financial statements and various reports for Federal,State and other outside agencies as well as for internal accounting.
Analyzes and prepares reports of fund balances projections and reviews with operating departments.
Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts amendments and other documents to insure grant compliance.
Monitors and maintains records of City's fixed assets.
Participates in the administration of the City investment program; prepares investment activity summary.
Recommends or implements changes in accounting systems and procedures.
Assists departmental personnel with budget activity, proper expenditure coding, document preparation and other accounting related activities.
May provide functional or technical guidance to junior accounting staff.
Performs other duties as assigned.
Accountant I: Bachelor's degree in Accounting,business administration or related field and one year accounting exper ience, or any equivalent combination of education and experience.
Accountant II: Bachelor's degree in Accounting,business administration or related field and two years' local government accounting experience comparable to that gained by an Accountant I at the City of Manteca, or any equivalent combination of education and experience.
Senior Accountant: Equivalent to graduation from a four year college or university with major coursework in accounting, finance,business or a closely related field and a minimum of one year of journey level accounting experience at a level equivalent to the City's Accountant II.
