Under direction, the Senior Information Technology Analyst supervises professional and technical staff involved with systems analysis, systems programming/systems administration, programming, video production, content editing, customer support and/or computer operations work; performs advanced, specialized work of a professional nature, utilizing skills that require technical expertise and an understanding of complex analytical procedures and systems processes with a significant amount of independent authority and judgment. Prepares information technology studies and reports; assists in development and implementation of goals and policies; supervises and assists in preparation of budgets and equipment acquisition programs. Incumbents may manage large, complex projects and lead project teams or provide expertise in information systems analysis, including definition of user requirements, feasibility studies, design, program specifications, testing, and implementation; and performs other related duties as assigned.

There are three openings for Senior IT Analyst within the City of Fairfield:
 

Senior IT Analyst-GIS
This position will help model, build and maintain GIS (Geographic Information Systems) data analysis, programming, and cartography, produce reports on geographic data, convert physical maps into digital form with computers, and produce maps showing the spatial distribution of various kinds of data, including crime statistics, fire areas.
Senior IT Analyst-Infrastructure
This position will help diagnose, troubleshoot, and solve problems in complex computer and communications infrastructure such as network, firewall, microwave, P25 emergency 700/800 MHz, CCTV, telephony, Microsoft 0365, cloud (IaaS, SaS), server, storage and security across the infrastructure, server platforms and virtualization. This position will perform analysis on items such as servers, operating systems, networks, firewalls, applications, security, and various IoT devices.
Senior IT Analyst-Business Applications
 
This position will help support and manage the portfolio of business applications across the enterprise and provide technical expertise with cloud applications & services, data base administration, data protection, security, project management and end user relationship management.

DISTINGUISHING CHARACTERISTICS:

This is a supervisory-level classification. The Senior Information Technology Analyst's duties are primarily administrative/supervisory in nature but also involve professional information technology work. The classification of Information Technology Analyst Senior is distinguished from the next lower information technology classification by the incumbent’s full responsibility for supervising the activities of a unit in the Information Technology Division. The Senior Information Technology Analyst is distinguished from the next higher classification of Information Technology Manager in that the latter describes a manager with broader responsibility for a functional unit within the Information Technology Division and may also serve in the absence of the Chief Information Officer.

SUPERVISION RECEIVED AND EXERCISED:

Receives direct supervision from the respective IT Manager.

Provides direct supervision over those employees within their assigned unit.
Minimum Qualifications
EXPERIENCE AND EDUCATION

Completion of a Bachelor’s degree from an accredited college or university with major coursework in computer science, information technology or a closely related field and two years journey-level professional information technology experience comparable to Information Technology Analyst II with the City of Fairfield. 
Additional relevant technical experience that demonstrates the ability to perform analytical duties in assigned technology area may substitute for the required education on a year for year basis. Possession of one or more approved industry certificates and/or completion of other approved technology-related training may substitute for some or all of the required education.

OTHER REQUIREMENTS

Requires successful completion of a thorough background investigation prior to employment.

May need to possess a valid driver’s license as required by the position. 
Examples of Duties
Duties may include, but are not limited to, the following:

Senior IT Analyst-GIS

Execute day-to-day GIS support to integrate CAD and GIS data into the Enterprise GIS using Coordinate Geometry (COGO).
Create and maintain GIS automation scripts to pull in data into the City’s GIS.
Act as the data liaison champion between IT and City departments to ensure successful QA/QC processes.
Conduct water modeling integrations using GIS data.
Perform Fire incident response modeling.
Lead the GIS enterprise software and database upgrades.
Supervises, trains, and evaluates professional and technical subordinates. Provides technical advice and assistance to staff.
Supervise the work of contractors on GIS related projects.
Supervise and participates in the development of plans and estimates for systems development and major enhancements of the City’s GIS.
Acts as the project lead over moderate/large GIS projects.
Interface with clients to define project scope and review project activities, recommendations and outcomes for GIS related needs.
Coordinate resolution of complex and technical problems and system changes that affect the GIS related applications and systems.
Determine integration requirements to ensure inter-operability across GIS platforms and technologies.
Perform related or other duties as assigned.
Senior IT Analyst-Infrastructure
Conducts research on latest security threats and uses new security products to help maintain the integrity of the City’s network.
Confers with others regarding project priorities and progress; participates in planning, progress, and architecture review meetings; provides technical assistance to resolve barriers to completion.
Coordinate resolution of complex and technical problems and system changes that affect the work of the unit.
Assists in design of system architecture, network infrastructure and configurations that meet the needs of the organization and develops plans to initiate improvements.
Determining integration requirements to ensure inter-operability across multiple platforms and technologies.
Performs computer forensics as requested by City legal department, auditors, or other authorized requests.
Reviews new and proposed laws, regulations, methods, materials, and technique for projects; develops and implements procedures and system standards.
Prepares and monitors consultant agreements.
Prepares comprehensive technical reports.
Reviews and approves configurations, systems management, and system enhancement plans, work orders, consultant and related bills and purchase orders.
Reviews new and proposed laws, regulations, codes, methods, materials, and technique for application to projects.
Reviews and approves network, systems, microwave, CCTV, security configurations, virtual environment development, enhancement plans, documentation, work orders, consultant and related bills and purchase orders; prepares and monitors consultant agreements.
Scans and monitors network activity, filters malicious activity and virus probability. Retrieves data for investigative purposes.
Supervises and participates in the development of plans and estimates for systems development and major enhancements of the City’s information technology systems, network design, and/or business requirements.
Supervises and participates in the preparation of equipment acquisition and improvement programs and budgets.
Supervises and participates in the preparation of information technology studies and reports.
Supervises, trains, and evaluates professional and technical subordinates. Provides technical advice and assistance to staff.
