Department Overview
The Belmont Public Works Department is responsible for building and maintaining the City’s infrastructure and for providing street, sidewalk, stormwater, sanitary sewer, development review and transportation services.

The Department consists of two groups: Public Works Engineering - which covers development review, Capital Improvement Projects, Municipal Regional Permit (NPDES) and storm/sewer upgrades; and Public Works Operations - which covers day to day maintenance of city infrastructure, sewer lines, pump stations, traffic signals, street lights and ROW repairs. PW Engineering, working daily with PW Operations, and collaboratively with other city departments, is responsible for ensuring that new development meets city standards, and that new capital improvement projects are funded and constructed.

The Position
The City Engineer/Assistant Public Works Director leads the Engineering group with assistance from the Public Works Director.  Primary areas of focus for the City Engineer/Assistant Public Works Director will be:

-Addressing significant pressure for large, multi-story mixed use and residential redevelopment in the Belmont Village Specific Plan Area (downtown, near Caltrain), as well as marked increases in single family design review as residents upgrade, remodel and add ADU’s to their homes. Potential changes which may lead to retaining walls, ROW encroachments, sewer lateral upgrades and structural/civil engineering solutions which the City Engineer manages.

-Multi-modal and safety-focused infrastructure projects;

-Engaging with regional transportation partners including Caltrain, Samtrans, Caltrans, C/CAG and other transportation providers.

This position would oversee 6 staff members (4 engineers/2 inspectors) and reports to, and often represents the Public Works Director.

The City is seeking a licensed civil engineer that has ample public sector experience in a setting(s) similar to Belmont.  The candidate should have a passion for public safety, improving transportation and utility infrastructure, and a proven track record of working alongside diverse community members and implementing projects to improve quality of life for Belmont residents. The candidate will have excellent managerial, budget and analytical skills, outstanding interpersonal and communications skills, and a strong ability to promote a positive work environment. The ideal candidate will have the experience and skills to deftly represent the City as part of various regional efforts and engage with the City’s Measure I Committee, the Planning Commission, the City Council and the public. The successful candidate will generate ideas and encourage suggestions that result in system improvements and enhanced efficiencies of the Department. Tactful and empathetic communication and emotional intelligence may be more critical in this position than pure technical engineering knowledge. The ideal candidate will excel in both.
