The Human Resources Division is seeking a Human Resources Assistant to perform specialized office support in a variety of personnel activities and functions such as recruitment, employee benefits administration, employee training, in-take and processing of liability, property and workers’ compensation claims, and provide administrative support in confidential personnel matters and labor negotiations. Please see Classification Specification for additional information. The ideal candidate will possess an understanding of public personnel administration, equal employment opportunity, workplace accommodations, personnel recordkeeping, standard office procedures, customer service, and correct business English spelling and grammar. Public Agency experience is highly desirable.
Experience and/or Education:
Three years of full-time highly responsible office administrative support experience or technical support in a human resources setting; and an Associate’s Degree from an accredited college. Some experience exceeding minimum may be substituted for education.
Some positions may require a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
Work is performed in a typical office environment. (1) Mobility: frequent use of keyboard; frequent sitting for long period of time; occasional bending or squatting. (2) Lifting: Frequently up to 10 pounds; occasionally up to 25 pounds. (3) Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. (4) Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. (5) Hearing/Talking: frequent hearing and talking, in person and on the phone. (6) Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. (7) Environmental: frequent exposure to noise.
THE SELECTION PROCESS

Additionally, all Conditional Offers of Employment will be made contingent upon successful completion of Livescan Fingerprinting. The resulting report of conviction history (if any) will be used to determine whether the nature of the conviction (or arrest, in limited circumstances) will disqualify you as a candidate based on the specific requirements of the position to which you are applying. COMPENSATION AND BENEFITS
Monthly Salary: Step A $5,197 – Step E $6,316 (Hiring typically done at Step A)
The City provides a generous benefits package which is outlined on the following page. The City Council adopted an employee furlough plan for FY2020/2021 to annualize 20 furlough days equivalent to a pay reduction of about 7.7%. A 2-4% cost-of-living adjustment takes effect July 1, 2021.

Summary of Benefits for City Employees
• The City contributes a monthly payment equal to 90% of the Kaiser HMO premium rates at each level of coverage (Employee only, Employee plus One Dependent, and Family) for active employees. • Employees covered by another insurance plan may be eligible for $400 per month in lieu of health coverage.
• The City contributes 100% of the current “Supplement/Managed Monthly Employee Only Rate for Kaiser Senior Advantage” (currently $339.43) to assist with medical insurance costs for CalPERS covered retirees.
• $299.07 “Cafeteria Plan” towards out-of-pocket medical health premium, if any, Life, Group LTD, Dental and Vision Insurance and an Employee Assistance Program.
• Several “family friendly” benefits such as sick leave for dependent care, bereavement, and flexible work schedules.
Vacation: 12 days = 0-3 years of service
15 days = 4-9 years of service
20 days = 10-15 years of service
25 days after 16 years of service
Sick Leave: 12 days per year.
Holidays: 15 paid holidays per year.
Vacation Same as Cash: Eligible employees may convert a portion of their accumulated vacation to cash based on certain guidelines.
After the completion of 10 years = $100 per mo.; after the completion of 15 years = $150 per mo.; after the completion of 20 years = $200 per mo.; after the completion of 25 years = $250 per mo.
The City of American Canyon is an Agency Shop. Positions subject to agency shop shall as a condition of continued employment, have 30 days from the date of hire to either join the union or pay an equivalent fee to an identified nonprofit organization. Retirement Plan - CalPERS 2% @ 55 formula – CalPERS classic members (employed by CalPERS agency before 12/31/2012) Employees are covered by the Public Employees’ Retirement Systems (PERS). Employees’ 7% contribution is employee paid. Employee pays 4.855% toward employer portion (cost sharing). This formula has single highest year compensation.
Retirement Plan – CalPERS 2% @ 62 formula – CalPERS new members (employed by CalPERS agency after 1/1/2013)
